If you are being forced to kite then I guess it is a Frost spec for you.
Here's a nice raid video helper on Nefarian though it doesn't go into detail about who is best to kite the adds.

Kiting them as Frost isn't terrible, assuming you can actually get aggro on all of the adds as they spawn. Try to make sure you have Fingers of Frost active so you can grab them with a nice Ice Lance crit as soon as they spawn. Once you have them all on you, Frost Nova and your pet's Freeze to keep them rooted. Make sure the other raiders know to move away from them while they're rooted because they'll turn and attack them if they're in range while they're stuck. When you have them all frozen, drop a Ring of Frost right in front of them so whenever they break out of the root they'll immediately get stuck in the ring. By then they should be starting to go inactive and the hard part is done. Now you just have to play a different spec than you're used to for what is a pretty difficult fight (IMO).
One thing I'll say about getting aggro on them in the beginning is this: I hope to God you're not using a DK tank, because their Death Strike generates healing aggro which will makes those skeletons stick to them like glue if he uses it right as they spawn.

It can work if you know what you're doing, like not kiting them infront of the boss and rooting them there too...
If you got a Frost DK though, it's easier that way.

It's just phase 1 that a mage should kite the adds. You can't kite them in phase 3 for exactly the reason you posted; the shadow breath.
We've only killed Nef a few times but because it was progression I had a bunch of practice.
I get FoF from pet nova right before the first add spawns, frostbolt and icelance to ensure, aggro, scoot a little, frost bolt ice lance the second one, then I CoC the third one, then ice lance spam the last 2.
This gets me aggro on all 5.
The i pop barrier and run towards middle so they all collapse on me.
Once they aer all in range, I frost nova and blink away.
Drop a RoF (since 4.0.6).

Done
They should end up all collapsing in one nice pile.
It did take some practice to do get down and I still mess it up on occasion. Because the first one spawns in seemingly random places there's an RNG factor in ther eto. For example., iof the 5th add spawns near where you tank is tanking Onyixia it's easy to get zapped her lasers. You just have to be very aware.

As mentioned by a previous poster, once you get the kitting down then you're stuck playing frost for the entire encounter which sucks... biut hey, controlling the adds in phase 1 and interrupting the adds in phase 2 are the two most important parts of the fight so it's worth dedicating one person to even if their DPS suffers (blegh @ frost).
