Mana adept, is it flawed for Intel procs?

Question (concern) about mana adept and Intel increasing procs. Intel procs increase my total mana allowed, but don't raise my current mana (when my mana is 60,000/90,000, or 66%, and I proc all my intel, I go to 60,000/130,000, or a little less than 50%). If mana adept is based on percentage of mana remaining of my total, doesn't this actually reduce the effectiveness of my mastery bonus? I could see if it increased my current mana (going to 100,000/130,000) but it doesn't do that. Please help me figure this out.
Yes, it does reduce the effect on mastery, but generally speaking the int proc is still a dps increase, even with the loss to mastery since int is such a ridiculous stat. You also get more mana back through mage armor since it's percentage based and your total pool has grown.
The Int procs increase DPS, but it isn't fun knowing that you'd get more out of the same item or enchant if you were any other spec of caster. It just feels like a problem that shouldn't exist. Tanks and PvPers automatically gain the HP to fill up their bar when they pop cooldowns to increase their max HP. I don't think it's beyond reason for casters to get the same topping up effect when their mana bar inflates.
You do get more. During the inflated int you will regen larger chunks of mana, so that when the int buff wears off you can end up with a higher mana percentage than when you started.

You do more damage while Power Torrent is active
You do more damage after Power Torrent wears off

How's that bad?
