Haste is pretty good post patch. Mastery is meh.

My mage reforged all crit to haste recently, and is doing well.

Went from 20% crit to 15%. And have about 10.5-11% haste lowering my frostbolt cast to around 1.2 secs.
You want to have around 20% crit to have somewhat reliable shatters. After that push haste. Reforge mastery to haste. Mastery is still good, but with the nerfs to it, stacking any decent number thats noticeable is really difficult. I just wouldn't ignore it completely.
If this is PvE you're speaking of then try to hit the crit cap (the 99% chance against frozens or what not) then I would go for mastery over haste.

This may be old school since I haven't spent a lot of time on frost since the patch, but I had great success with this method pre-patch.
All sims I've seen show mastery/haste as the primary stats. With Mastery a bit above haste.

I believe it's because DF scales the best and Mastery (other then SP and Int) is the only stat that effects it. Someone on EJ was showing Critical Mass getting used in Shatter calculations. If that is true then, 5% from raid, 5% from Crit Mass, 5% from 2pc, then as said above you only need 20% crit. Obviously that's pending that what the guy on EJ is saying is true.
